A CMS is a content management system.
In specific terms for websites, it manages the content of the website and often allows people without programing or technical skills to publish content to their website.
You'll often find that a CMS is built using standard templates and workflows and will allow people to enter the content using their internet browser in a "what you see is what you get" (WYSIWYG) format.
CMS's are useful if you have more than one person or different departments editing the website and lots of content.
