Should you pay for using your Browser?

I recently read an article on the BBC news about the online retailer Kogan.com who has introduced the first "tax"  on people that use Microsoft's Internet Explorer 7 (IE7) browser.  As a website designer I can completely relate.

You'd think that there would be some standards or guidelines that would ensure that whatever you design works the same way in any internet browser, unfortunately for us web designers this isn't the case, each internet browser treats code a little bit differently.

As a designer we have to take into consideration the internet browsers people use to view "our" websites, often designing for 3 or 4 different browsers to ensure that each viewer is getting the same or similar experience, as well as designing for different screen resolutions and sizes ie. desktop, laptop, tablets and smartphones.

Just as a matter of interest, here are the browser usage statistics as at May 2012, according to W3Schools.

2012 Internet Explorer Firefox Chrome Safari Opera
May 18.1% 5.2% 39.3% 4.3% 2.2%
